BISP Mobile Wallet Payment Model
In the past, payments under the Benazir Income Support Program (BISP) were made to women beneficiaries via two major banks—HBL and Bank Alfalah. Later, in 2023, the system was expanded to include six financial service providers. BISP Mobile Wallet Payment Model 2025 allows beneficiaries to receive payments directly via JazzCash or Easypaisa with secure biometric verification.
- HBL Konnect
- Bank Alfalah (Alfa Pay)
- JazzCash
- Easypaisa
- HBL Microfinance
- Bank of Punjab (BOP)
Each district was assigned a different payment device, depending on the bank or provider operating in that area. Women would receive their payments through the relevant devices.

Challenges and Complaints with the Old System
Several issues arose under the old system. Women often faced long queues, poor service, deductions from their payments, and mismanagement at payment centers. Many times, bank staff were either untrained or unhelpful. Additionally, frequent system downtimes made the process even more frustrating. These challenges pushed the government to seek a more efficient and respectful solution.
Failed Attempt with Bank Accounts
Initially, the government decided to open regular bank accounts for women so they could withdraw their money through ATMs or chequebooks. However, this plan failed due to several reasons:
- Excessive crowding in banks
- Limited staff availability
- Frequent system failures
- Inability to manage millions of BISP Eligibilty beneficiaries effectively
As a result, the regular bank account approach was declared unsuccessful and was discontinued.

New Direction: Digital Wallet Account System
Now, the government has decided to shift BISP Mobile Wallet Payment Model to digital wallet accounts. A similar model was tested during Ramadan, where women received Rs. 5,000 in their mobile wallets, and they were notified via SMS. This same system will now be adopted on a larger scale.
Under this BISP Mobile Wallet Payment Model system, women will receive payment messages on their phones, and they will be able to withdraw the money directly from their mobile wallets without third-party interference or deductions.

Requirements for Digital Wallet Accounts
To benefit from this new BISP Mobile Wallet Payment Model system, women will need to fulfill the following conditions:
- A mobile SIM registered in the woman’s own name.
- A digital wallet account (mobile account) linked to that SIM, such as:
- JazzCash
- Easypaisa
- HBL Konnect
- Alfa Pay (Bank Alfalah)
Which Wallet Should You Choose?
This depends entirely on which BISP Mobile Wallet Payment Model device is active in your district:
- If your district uses HBL Konnect, then you must create an HBL Konnect account.
- If Bank Alfalah or BOP is the service provider, then create an Alfa Pay account.
- If JazzCash or Easypaisa operates in your area, then choose that respective account.
📌 Important Note: If you create an account from the wrong provider (e.g., JazzCash in an HBL Konnect district), you will not receive your payment. Only accounts matching the designated district payment provider will be accepted.

When Will This New System Start?
This system will not be implemented immediately across Pakistan. The government will first launch a pilot project in selected districts. Based on its success, the program will be rolled out nationwide.
Once testing is complete, the government will issue official announcements via media and SMS, instructing women on:
- How to obtain a SIM card
- Which wallet account to create
- How to activate the account

What Should You Do Right Now?
✅ Do nothing for now.
- Do not rush to get a SIM card
- Do not create a digital wallet yet
- Wait for official announcements from the government
Premature action may lead to the wrong account setup and could affect your ability to receive payments.
Estimated Time for Full Implementation
It is expected that the full nationwide rollout of this new system may take around 7 to 8 months. Until then, the current system will remain active, and beneficiaries will continue to receive payments through existing channels and devices.
